Define if users need to choose counter value on Work Order

At this moment always the work order requires the counter value to be added if asset has counters. We would like to be able to define if for this kind of work order the counter value is really required.

For example we do not need to specify the counter value if we do just cleaning or inspection but system still ask for it.
